It fits a deck that has dropped a section, formed a lip at a joint, or cracked from soil movement, and it is the wrong call once the slab is broken into loose pieces or too thin to lift safely.

A sunken pool deck is almost never a concrete problem. It is a soil problem under the concrete. Epp Foundation Repair has leveled and stabilized concrete slabs across Nebraska, Iowa, Kansas, and Missouri since 1994, and a pool deck is one of the slabs we get called on most. The pattern is the same nearly every time. A section of the deck has dropped, a joint between two slabs has formed a lip you can catch a toe on, or a crack has opened and one side now sits lower than the other. The concrete looks like the problem. The real problem is the dirt that used to hold it up.
Pool decks settle more than most flatwork for a simple reason: they are built on disturbed soil. When a pool goes in, the ground around it is excavated, backfilled, and compacted by hand or with small equipment in tight quarters. That backfill rarely reaches the density of the undisturbed soil next to it. Over the years it consolidates, water finds its way underneath, and the slab loses its support. In our region the soil makes this worse. Eastern Nebraska and western Iowa sit on loess and expansive clay. Loess can collapse when it first gets soaked, dropping a slab an inch or two over a single wet season. Clay swells when wet and shrinks when it dries, so the ground under your deck lifts and falls with the seasons and the pool's own splash-out and backwash keep that soil wet far more than a normal yard. Add 50 to 70 freeze-thaw cycles a winter, with frost reaching 36 to 42 inches down, and the soil under the deck heaves and settles year after year. The slab follows it.
Why this matters is simple. A pool deck is the one slab on a property where people walk barefoot, often with wet feet, near a hard edge and deep water. A half-inch lip at a joint is a stub-your-toe nuisance on a driveway. Around a pool it is a trip hazard a few feet from the water. Sinking that started as a cosmetic gap also tends to get worse, not better, because the same wet soil and freeze-thaw cycle that caused it keeps working. Catching a settled deck early, while it is one or two slabs and a quarter to a half inch of drop, keeps the repair to a single afternoon of foam injection. Waiting until several slabs have dropped, the cracks have widened, and water is pouring straight into the backfill turns a small leveling job into a larger one and, in the worst cases, into a replacement.
The way Epp fixes this is mid-soil polyurethane foam injection, the same method used for driveways, patio slabs, and garage floors. A crew drills a series of small holes, about the size of a penny, through the slab in a planned grid. A two-part polyurethane resin is injected through those holes. It travels into the loose soil and the voids under the concrete, expands, and firms up the ground. As it expands it fills the gap first, then begins to raise the slab. The foam reaches a maximum of about 4 feet below the surface. This is mid-soil injection, which means it treats the loose backfill and voids in the few feet directly under the slab, which is exactly where a pool deck loses its support. The holes are patched the same day, and because the foam cures fast you can usually walk on the deck within an hour or two. There is no tear-out, no new pour, and no waiting on concrete to cure for days.
Here is the honest part, the part we tell every pool deck customer on the first visit. Our goal is permanent stabilization. We guarantee that we will stop the slab from sinking further. Some lift is often possible and we attempt it, but we never promise a slab will return to perfectly level. Old concrete is heavy and sometimes already cracked, and pushing too hard to chase the last fraction of an inch can crack a slab that lifted fine to within a quarter inch of its neighbor. We would rather give you a safe, stable, well-supported deck than make a promise about exact elevation we cannot keep.
Alongside lifting, Epp seals the cracks and joints that let water back down to the soil. Control joints get fresh flexible sealant. Cracks get an appropriate injection or sealant so surface water and pool splash-out drain away instead of soaking the backfill and starting the cycle over. Sealing the slab is what makes the lift last, because water getting back under the concrete is what caused the settlement in the first place.
One thing Epp does not do, and will tell you plainly, is resurfacing. We do not apply decorative overlays, spray-on coatings, or cosmetic toppings to change how a deck looks. Loess soils consolidate under slabs after the first deep water exposure. Expansive clay heaves and contracts seasonally. Most of eastern Nebraska and western Iowa sits on wind-deposited loess, a fine, silty soil 10 to 200+ feet deep. Loess holds its structure when dry but loses cohesion rapidly when saturated. After a wet spring, saturated loess expands against foundation walls. After a dry Nebraska summer, it contracts, pulling away from footings, creating voids beneath slabs, and producing the vertical and diagonal settlement cracks we see most frequently on the Lincoln, Omaha, Council Bluffs corridor.
The Marshall and Sharpsburg loess series, dominant across the eastern Nebraska service area, are particularly prone to this cyclical volume change. Homes built in the 1960s, 1980s on uncompacted loess backfill show the highest incidence of progressive settlement cracking in our inspection data.
Eastern Nebraska's 36, 42" frost penetration depth means the soil below grade freezes and thaws 60, 80 times per year. Each cycle applies lateral pressure to basement walls. A wall that holds through ten cycles can fail in the eleventh if drainage has worsened, backfill has settled, or the wall was already at capacity. Horizontal cracks near the soil grade line are almost always a freeze-thaw story in this region.
In eastern Kansas, expansive clay pockets near the surface introduce a different failure mode. Consistent volume change regardless of frost depth. Horizontal cracking in Kansas foundations typically traces to clay expansion; the same pattern in Nebraska more often indicates frost-driven hydrostatic pressure.

Foam injection is the wrong fix when the slab is badly broken into many loose pieces, when it has thinned or spalled past the point of holding together, or when the deck was built too thin to lift without cracking. In those cases honest replacement of the broken section is the better value than trying to float a slab that will not survive the push. Foam leveling also does not change how a deck looks. If your concern is purely a worn or dated surface, that is a resurfacing or coating job, which Epp does not perform, and not a leveling job.
