In NE and IA crawls without a working vapor barrier, the damage can include elevated humidity upstairs and musty odors, visible mold on joists and subfloor sheathing, fiberglass insulation that absorbs moisture and falls down, and joist cupping and subfloor delamination that require structural repair. Standard 6-mil construction plastic from home centers does not hold up in NE and IA crawls. The unreinforced film tears at every foot traffic point, seams pull apart at duct tape, and wall edges fall away from foundation walls. Reinforced barriers with proper butyl-tape seams and mechanical wall termination are far more durable. Foundation walls in NE and IA crawls transmit ground moisture through capillary action. The concrete or block wall stays damp where it contacts soil, and that moisture migrates inward. Covering the wall portion up to the sill plate stops the wall transmission pathway and gives vent sealing something to tie into if the home ever moves to a full sealed system. A floor-only barrier leaves the wall transmission pathway open.

Often it is, and sometimes it is not. A replacement barrier blocks ground evaporation, the largest single moisture source, and for a crawl space whose only real problem was a failed sheet that is the whole repair. In our humid summers, foundation vents can still pull in humid outdoor air that condenses on cool subfloor surfaces, and a crawl space that stays damp after the barrier is replaced usually has that second problem. Full encapsulation (barrier, vent sealing, and a dehumidifier) is the answer to that one, and Epp scopes it as its own line so the two are priced independently and the decision is informed.
