Not by gravity alone. On a flat lot without slope to daylight, the french drain must terminate at a sump pit with a pump and buried discharge to a code-compliant outlet. Dave Epp won't install a french drain that has no outlet, because it's just a long buried bathtub. If the lot is flat and a sump isn't possible, downspout extensions and surface regrading are the alternatives.

A footing-level french drain is part of exterior waterproofing, not a replacement for it. The pipe relieves hydrostatic pressure at the footing; the membrane keeps water off the wall face. Without a membrane, water still reaches the wall and seeps through cracks, form ties, and block cores. Without a footing drain, hydrostatic pressure builds at the footing even with a perfect membrane. The two work together.
